The source said the Trump administration partly declined because it feared Prime Minister Netanyahu would leak the text before formal release. At a June 15 news conference Netanyahu barely mentioned the memorandum and said he and Trump “are not always of one mind,” adding “we still do not know what this memorandum actually is.”
